Highly likely that they're wanted, most of the time! In practice, people like to keep respect for one another and keep the site clean - but it MUST be made clear that no auto-auditing is done and NOTHING physically stops anyone from uploading malware (even the NSA with an agenda, etc?) - Being a fanboi NEVER improves one's security. Never trust a source you cannot verify for yourself. The software ranges from untested to community tested software that is either free of restrictions to some restrictions. Software is available as sources or DEB binaries available via PPA (using Aptitude or apt).
