This is the site run by the administrator for the settlement of a class action suit against Google. I think it probably got on the SpamCop list because a large number of e mails were sent to notify possible members of the class of their rights in the case. The e mails would have all read the same, but they are not spam. Vendor reliability is meaningless here as this is not a vendor site. There is nothing inappropriate for children -- though most would not understand the site & be very bored by it.
