AHAHAHAHA! This is such bullshit, I was searching on how the PS4 virtualization project was doing, and I found this site claiming to have a full PS4 emulator. It has facebook comments on the side saying fake stuff like: "It's working! I can play games for free with this!" Turns out the facebook social plugin thing is actually just a static picture. Also curious one what the download button does, I expected surveys but instead it redirected a bunch of times for example some suspicious site called "http://groupeurs.com/" then it came up with a popup "Click OK to download" and downloads a 2MB "PS4 Emus v.1.2.0 Installer.exe". I'm not running it but yeah this is obviously a scam by all means.
